Our Verdict
The choice between Empact and Oxilayer depends entirely on the merchant's needs. Empact is suitable for non-EU/UK based businesses selling into the EU/UK who require assistance with VAT compliance, particularly those intimidated by the complexities of IOSS, OSS, and local VAT numbers. The lack of reviews is a concern, however. Oxilayer is the better choice for merchants who need a reliable and well-regarded solution for generating professional PDF invoices, regardless of their location or VAT obligations. Given the absence of user reviews and the specific VAT compliance focus of Empact, Oxilayer presents a lower-risk and more broadly applicable solution unless a business *specifically* needs Empact's offered EU VAT automation.
