Create an Announcement Bar

Add an announcement bar to the very top of my store above the header. Display the message [ANNOUNCEMENT_TEXT]. Use [BACKGROUND_COLOR] as the bar background and [TEXT_COLOR] for the text. Make the text link to [LINK_URL] if clicked. Set the font size to [FONT_SIZE] pixels. Add a dismiss/close button on the right side so customers can hide it. The bar should be [BAR_HEIGHT] pixels tall and the text should be centered. Make it sticky so it stays visible when scrolling. On mobile, allow the text to wrap to two lines if needed.
