Create a Full-Width Promotional Banner

Add a full-width promotional banner between sections on my homepage. Use [BACKGROUND_COLOR] as the background. Display the promotional message [PROMO_TEXT] centered in [TEXT_COLOR] at [FONT_SIZE] pixels. Add a CTA link or button labeled [CTA_TEXT] linking to [CTA_URL] next to or below the text. The banner should be [BANNER_HEIGHT] pixels tall with the content vertically centered. Optionally add a small icon or badge image from [ICON_URL] to the left of the text. Make the entire banner clickable linking to [CTA_URL] if no separate button is used. Add [PADDING] pixels of horizontal padding on each side. On mobile, stack the icon above the text if present.
